Sankt Petersburg, with over 5.3 million inhabitants, is Russia’s second-largest city and a significant cultural center. Founded in 1703 by Tsar Peter the Great at the mouth of the Newa, it served as the capital of the Russian Empire for over 200 years. The historic city center, with its numerous palaces and grand buildings, has been a UNESCO World Heritage Site since 1991. Known for its location on islands and canals, the city is also characterized by the tallest building in Europe, the Lachta-Zentrum, and frequently faces the threat of flooding.
